Foreigners who work illegally in China shall be charged with a minimum fine of 5,000 CNY and a maximum fine of 20,000 CNY.

Whenever circumstances are deemed serious, they shall also be detained for a minimum of 5 days and a maximum of 15 days.

Any individual who offers positions to ineligible foreigners already in China shall be fined 5,000 CNY per illegal position offered, with a maximum fine of 50,000 CNY.

Any business or entity that offers jobs to ineligible foreigners already in China shall be fined 5,000 CNY per illegal position offered, with a maximum fine of 100,000 CNY.

Illegal gains, if any, shall be confiscated.

​

Individuals or entities that illegally employ foreigners shall be fined 10,000 CNY per illegally employed foreigner, with a maximum fine of 100,000 CNY.
